As Rex mentioned in his comment, the best method is to apply for funding from an organization that does not explicitly prohibit open science. (e.g. certain military or security-related projects may disallow data sharing)
Regarding the two suggestions that you made in your question: those are completely acceptable. Honestly, those types of activities have less to do with open science and more to do with the logistics of running your project website.
